An ebb and flow, push and pull, tui and la.  The endless motion of the tides circulating like a yin-yang inspired Ebb and Flow.  
 
The rays twirling in a dance around each other symbolize not just the tides, but an ongoing scrutiny of tides, weather patterns, and temperatures on the water.  A little of this, a little of that (luck), and depending on the tide, you may end up in a state of perfect harmony.
